Media Release: All Southern Vancouver Island PEA members join picket lines in major escalation

October 6, 2025 (Victoria) – Beginning today, all Government Licensed Professionals from the Professional Employees Association (PEA) working on Southern Vancouver Island are on strike, marking a sharp escalation in job action. This expansion represents a 55 per cent increase in the number of professionals on the picket lines, with more than 900 PEA members now striking across the province. 

Among those escalating job action are close to 300 government civil lawyers from the Attorney General’s offices in Victoria, represented by the PEA. These lawyers play an important role in ensuring the provincial government operates in a fair and lawful manner on behalf of all British Columbians, and in upholding and advancing the rule of law. They are not criminal prosecutors, but legal professionals who represent the government in a wide range of non-criminal matters. Their work often happens behind the scenes but carries significant public impact. 

“These lawyers work not for profit or politics, but for the public good,” said Melissa Moroz, PEA Executive Director and lead negotiator. “Their expertise ensures that the BC government remains within the bounds of the law and that public resources are used responsibly. Their work is fundamental to a healthy democracy and a functioning legal system.”  

From defending the province in civil lawsuits to negotiating contracts and advising on new legislation, these lawyers handle a broad range of responsibilities. A key part of their role is advising government ministries and agencies to ensure decisions stay within legal bounds. Without their guidance, government decisions can be delayed, challenged in court, or lead to costly legal consequences at the public’s expense.

The PEA entered bargaining with the Public Service Agency on May 27, 2025, but talks broke down after the government failed to address the union’s key issues, including wages, reimbursement of required licensing fees, and a commitment to reducing reliance on external contractors. On August 29, members voted in favour of a strike, issued 72-hour notice and began picketing alongside the BCGEU on September 2, 2025.

On Monday, October 6, PEA and BCGEU members will unite for a major rally for all public service workers in downtown Victoria. The march will begin at 11:00 a.m. at Centennial Square and end with a rally at 12:00 p.m. at the BC Parliament Buildings. The event is planned to coincide with the opening of BC’s government’s Legislative Assembly’s fall sitting. PEA Executive Director, Melissa Moroz, will be available after the rally for media.
