PEA-GLP Employment Security & OSS Selection Update
Dear PEA-GLP members,
Employment Security
We have had several questions since the results of the provincial election were announced regarding employment security and would like to remind members that in the most recent round of bargaining MOA #10 was signed, which states:
During the term of this Memorandum of Agreement the Employer agrees not to exercise its right to cause a layoff which results in the cessation of employment for an employee in the PEA bargaining unit outlined in Section 4(b) of the Public Service Labour Relations Act who has regular status as of April 1, 2025.
We have reached out to the Employer to call a joint standing committee, which is the forum where the Union and Employer meet to discuss issues impacting PEA members. We will continue to advocate for appropriate resourcing in the public service and for the specialized professional work performed by GLP members.
OSS Update
In the last round of bargaining, the parties agreed that there would be a change to OSS. You will have the option to convert half of your annual OSS allotment to bi-weekly basic pay for pension purposes.
On your upcoming annual OSS selection form, there will be the opportunity to make a one-time permanent, irrevocable selection that a 50% portion of OSS may be paid bi-weekly as an addition to basic pay for pension purposes only. Click here to review the OSS FAQ.
The OSS selection form will be coming to members before the beginning of November 2026 and members will have 60 days to make their selection. If a member is at work and does not respond within 60 days, 50% of their OSS will automatically be converted to basic pay for pension purposes and paid biweekly.
If you opt to convert half to bi-weekly pay, you will still have the remaining 3.5% of your OSS to take as time or cash, as outlined in article 15.03 of the collective agreement.
Some members have asked how this will impact their pension and I have spoken with the PSA about this. Given that everyone’s situation is unique, we recommend contacting the Public Service Pension Plan directly and they also have some useful online resources.
Please reach out if you have any questions.
